Program Manager in support of the United States Air Force (USAF) in Colorado. The Regional Program Manager follows the established guidance of the Site Facility Director, Deputy Director, Chief of Staff Office, and ANG Director.  Program Manager (PM) will facilitate information flow at between sites contract staff, lead PM, department/office staff lead (at HQ), as well as, government staff on site and contract company POC. S/he will oversee and execute the assigned regional network sites’ contract personnel actions, manpower utilization, workflow and operational procedures as outlined in contract requirements.
*  The selectee will manage a personal services clinical healthcare support contract. 
*  The selectee will oversee Healthcare Workers who will perform a full range of personal clinical support services in military treatment facilities
*  The selectee will be responsible for the planning of service coverage and workload distribution
*  The selectee will exercise full authority to act for the Contractor on all matters relating to the daily operation of the contract. 
*  Facilitates information flow within and between site contract staff, lead PM, department/office staff lead (at HQ), as well as, government staff on site and contract company POC.
*  Provides input regarding the assigned network site’s budget as a whole and for individual, identified projects as required.
*  Analyzes cost and pricing data submitted to verify and substantiate direct and indirect costs for all assigned Network Sites.
*  Overseas and/or prepares program summaries and reports for government Site Directors, DVBIC leadership and others as required and/or requested.
*  Prepares requests for actions/proposals and other projects as needed or requested.
*  Coordinates initiation and processing of purchase orders request, supply sources, work orders and maintenance and renovation requests for each assigned Network Site.
*  Ensures full compliance with all contract requirements, schedules and provisions for each assigned Network Site.
*  Manages and is responsible for the successful completion of all tasks in assigned program area including technical work, staff supervision, financial and business development activities.
*  At this level, the position is typically responsible for program(s) with annual revenues of $5-10 million.
*  At this level, the position is typically responsible for managing 25-50 employees ' both exempt and non-exempt and including one or more subordinate supervisors - working on multiple projects and tasks.
*  Manages and is responsible for the successful completion of all tasks in assigned program area including technical work, financial and business development activities.
*  Supervises assigned technical and administrative staff, including subordinate supervisors, and performs personnel actions including hiring and performance evaluation.
*  Directs program activities to meet client and organization work objectives and serves as a liaison with clients to coordinate activities, negotiate tasks, and solve problems.
*  Responsible for profitability and revenue growth of assigned program(s).
*  Assures quality of program products, services, and deliverables, including participating in reviews, audits, and site visits.
*  Performs business development activities, including the preparation and review of technical and cost proposals.
*  Performs program financial management services, including financial analysis, budget and cost quote preparation, cost management, reconciliation, and profit enhancement.
*  Coordinates and monitors sub-contractor activities and administers subcontractor deliverables and finances.
*  Develops, reviews, and approves plans, schedules, consulting agreements and other program documents.
*  Prepares and provides various reports and technical reviews to senior management as requested.
*  Ensures compliance with relevant corporate and government policies and standards.
*  Participates in special projects as required.

*  5 years of experience as a program manager leading US Federal Government Healthcare Services contracts
*  Bachelor’s Degree in a healthcare services related field
*  Experience in managing healthcare services personnel in a military treatment facility
*  Experience supporting TRICARE beneficiaries
*  Knowledge of the Medical Treatment Facilities (MTF) system in the USAF in Colorado.
*  8+ years of related finance or business analysis experience.
*  6+ years in related experience working with government agencies, contracting and programs required. Prior experience within the DoD/VA systems of care strongly preferred.
*  Knowledge of federal program management and federal budget process required. Ability to use sound judgment in problem solving and excellent interpersonal and communications skills required. Ability to coordinate complex issues at any given time required. Must adhere to legal, professional and ethical codes with respect to confidentiality and privacy.
*  Must be able to sit and stand for long periods of time. May encounter patients who are confused, agitated, or abusive.
*  Provides administrative and personnel actions supervision for Network Site contract staff within their assigned region.

*  Knowledge of the precepts within the professional standards of the Joint Commission on Accreditation of Healthcare (JCAHO) and Accreditation Association for Ambulatory Health Care (AAAHC). 
*  Understanding of the ethical, professional, and technical standards of the healthcare industry in general and of the military medical healthcare system specifically.
